Title:

Polycentricity and energy transition: dimensions of discourse on multiscalar urban systems

Key words:

Polycentric development, planning concepts, governance, Randstad Holland, energy transition

Abstract:

In complex urban regions, with strong interdependences among places and extended informal governance arrangements, planning concepts assist in policy making through describing relationships among anticipated dynamics of spatial development and normative policy goals. The planning concept polycentrism, which is broadly accepted to frame the spatial development of European urban regions, relates spatial development patterns that stem from the accessibility of places to socially fair and economically competitive regions. In this research the concept polycentrism will be investigated in the light of an expanded policy agenda that includes the environmental sustainability of regions. In the research one specific case will gain attention: the transition to renewable forms of energy in the Randstad Holland. Planning discourses on this transition will be compared to ways how the concept polycentrism is used in the formation of policies. Overall conclusions will report on the role of the concept polycentrism in the reframing of spatial development in the Randstad Holland to integrate new territorial challenges.
